So there's no way to know if you have rescued all civilians or arrested everyone, by looking at pause screen. It also doesn't show objectives on pause screen. SAS Mod, haven't tried it, but as far as I know, it removes some less lethal weapons, forcing you to use lethal weapons carefully, and not to trigger penalties.
